- Scope & content
- Memorandum: regarding subject of licensing Native trappers in Que. and outlining Conn's comments. Outlining difficulties experienced by Prov. in enforcing control over taking of fur unless each trapper licensed. Indicating that another gap exists in provincial control that licensing of Indians will not cure, and that is the problem of poachers taking out more than one license under different names, and then stating that they purchased extra furs from Indians. Also recommending that province only charge $1 for trapping licenses issued to Indians, however question remains as to who will pay for such licenses. Also stating that there will be advantages to IAB to licensing Indians, i.e. control of numbers of fur, knowing number of Indian trappers in each area. etc. Suggesting conference between heads in Indian Affairs before replying to Mr. Richard.
