Scope & content
Proceedings of Council: informs the Chiefs of the Algonquins and Nipissings of the Lake of the Two Mountains that Sir Charles Bagot had appointed Commissioners to look into all Indian Affairs before he died. States that these Commissioners wish to know how much money these Tribes had collected from the tenants who occupy the Indian islands in the Ottawa River. Ka-ou-ai-non Ketch advised that he could not say how much they received previous to 1838; the squatters paid what they pleased. States that in Oct and Nov. of 1838 when the Captain did a survey of squatters and prepared leases, lessees were to pay 1 shilling per acre. Ascertains that they probably received £40 or £50 total during the years 1838-1839 but since then they have received little. Adds that lessees say they will pay when the Government appoints an Agent to collect the rents for them. Hughes states that the Commissioners also wish to know who collects the rent and how has it been spent Ka-ou-ai-non Ketch advised that one or two Chiefs collected the money. Sometimes squatters paid with com potatoes, calves or sheep. The money was kept in a public purse and some went to defray the costs of those who collected it and the food was distributed to the old men and women and sick.
