- (Copy)PRIME MINISTER'S OFFICEOTTAWAOttawa, March 5,1926.A.J.Freiman, Esq.,President, Zionist Organization of Canada,Bideau street, Ottawa.Dear Mr. Freiman:-(Sgd) W. L. MACKENZIE KINGOttawa, March 5,1925.President, Jewish Organization of Canada,Rideau Street, Ottawa.I thank you most cordially for the invitation extended by you some days ago to the Government of Canada to be represented at the formal inauguration of the Hebrew University at Jerusalem, which will take place on April the 1st, with Earl Balfour officiating. The Government receives from time to time invitations to be represented on occasions of historic significance, but owing to the number of these invitations it has been found necessary in order to avoid establishing precedents that it may be difficult to follow, to surround their acceptance with a good deal of care. Moreover, education being in Canada a matter coming within the jurisdiction of the Provinces, rather than within that of the Dominion, it is the more necessary, that, as a Government, we should be doubly circumspect with respect to representation at University functions.May I suggest that a communication similar to this one which you have addressed to me, may be forwarded to the Ministers of Education of certain of the provinces. They no doubt will regard it as wholly appropriate to ask that some representation should be made at the inauguration of the Hebrew University at Jerusalem. Any expression of views they might care to send would be forwarded officially and with pleasure through our Department of External Affairs and the Colonial Office.I make this suggestion believing that it is really the best way to carry out what you have in mind. It would effect the results without any comment so far as the Federal Government is concerned. With Kind Regards,Believe me,Yours Very Sincerely,Read automatically; may contain mistakes.
