- Memorandum: indicating need for more control over Indian trappers in the beaver preserves, and suggesting it could be done through an amendment of the Indian Act. Stating that organization of preserves is based on the family system of land tenure whereby trapping grounds allotted to family groups and only those families permitted to trap in their district. Intimating inadequacy of Provincial Game Act in Quebec which does not recognize the subdivision of these preserves into family trapping grounds and which allows any Indians of the province to trap there, even those who do not have an interest in the preserve. Citing problems that would arise in this situation. Also referring to need to control marketing of beaver pelts under proposed amendment. Concluding that "the only way to meet these Indian problems as they occur is to have the authority for the control of our wards vested in the Department and not in the Provincial Administrations, as at the present"
