Includes Appendices - Appendix A being agreement between Ontario and Quebec governments, which states that Quebec agrees to lease portion of water powers in that prov. (along Ottawa River) to gov't of Ontario: Cave and Fourneaux, Des Joachims, half of fall at Paquette, and Chenaux in rettun for lease by Ont. to Que. of portion of water powers at Rocher Fendu and Carillon.
