- Letter: re his letter of October 25, 1938. Advises that at frrst he was reluctant to issue certificates of status because they might be misunderstood by the Indians. States that it is noted that these certificates are of some use to the Indians in the Province of Quebec but instructs the Agent to explain to the Indians again that they confer no rights or privileges.
