- Scope & content
- Letter: reporting on trip in Northern Quebec and outlining that Indians there are all hunters and that they have been able to maintain themselves as such up until the present. Stating that the opening of the country has brought about illicit trade in liquor and the white trapper, with which the Indian was not prepared to deal. Outlining need for more adequate means of protecting Native trapping rights and for more co-operation between Federal and Provincial authorities (both Ont. and Que.). Also outlining development that has taken place in forms of forest exploitation, mining and agriculture, as well as infiltration of fish and game clubs leasing large areas of territory. Stating that any other means of livelihood not viable for Indians, including agriculture, as land unsuitable. Giving suggestions that prov. could effect in order to maintain populations of fur-bearing animals and keep Indians from becoming mendicants.
