- O.C.: recommending that until the presents are withdrawn, 1/4 only of the grant be allotted to the Tribes participating thereto be employed at the discretion of the Government in meeting sudden emergencies; for the prosecution of necessary suits at law or for the future use of the Tribes. States that the occasional relief shall be extended to wandering Tribes when necessary and the residue shall be devoted to the improvement of the new settlements. Recommends that the Commissioner of Crown Lands immediately give effect to that part relating to the lands proposed to be vested in the Indians.
